The Orange Border set was issued for the Charlotte Police force and then distributed randomly, one-at-a-time to youngsters while on patrol or at other community functions. As such, an already elusive 25-card set was made even more challenging as most cards were ultimately discarded or well handled. This Ripken cornerstone is absent of any of the creasing or other wear associated with the handful of copies known and presents at the apex of its overall evaluation! In fact, the orange bordering is entirely unchipped!  Only 28 total specimens have been judged by PSA. Compare that with the vast number of Ripken collectors and the value and incalculable future upside of this cornerstone becomes quite apparent.
